When a rule this site cites changes, the change is recorded here with its instrument and date, and every dependent label is suspended until re-verification. This page is the log of those events.

How this log works

Every regulatory statement on this site cites the instrument it comes from and carries the date it was last verified. When an instrument changes, three things happen in order: the change is verified against the primary source, every label and statement that depends on it is suspended until re-verified, and the event is recorded here. The log is append-only — an entry is corrected in place and marked, never deleted.

Entries are listed newest first. Each names the instrument, the publication date, what changed, and what did not — because in this market the claims about what a change did are often larger than the change.


4 August 2026 — annulments and withdrawals announced

The Ministry of Interior announced that the citizenship decisions of 6,134 people — 1,413 investors together with their family members — had been annulled or withdrawn under Articles 31 and 40 of Law No. 5901, and that the investment conformity certificates of 1,150 investors had been cancelled by the certifying institution.

What this changed on this site: nothing in the rules themselves — Articles 31, 32, 33 and 40 are in force and unamended. It changed the emphasis of our guidance: the enforcement action concerned inflated valuations and payment trails that did not economically occur, which is exactly what the currency-purchase certificate and bank-receipt chain exist to prevent. What it did not do: suspend the programme, suspend any category of transaction, or apply deprivation of citizenship under Article 29.


4 March 2024 — valuation single-provider designation

TKGM Genelge 2024/2, dated 1 March 2024 and in force from 4 March 2024, conferred the authority to draw the valuation report for citizenship-route transactions on one designated licensed company. For ordinary foreign-buyer purchases the previous position — any valuation company licensed by the Capital Markets Board — expressly continues.

12 December 2023 — property-type conditions amended

Cumhurbaşkanı Kararı 7938, published in the Resmî Gazete of 12 December 2023, No. 32397, and effective on publication, amended the property limb of Regulation Article 20. From that date the property must have kat mülkiyeti or kat irtifakı established, or be arsa-classified land with a building on it.

What this changed on this site: the property-type condition checked on every citizenship-route entry in the Register.

What it did not do: change the amount. The threshold stood at USD 400,000 before the decree and stands at USD 400,000 after it — and no amending instrument has been found for 2024, 2025 or 2026 to date. The full analysis is in the December 2023 article.


April 2022 — VAT-exemption holding period extended

Law 7394, published on 15 April 2022, extended the holding period attached to the VAT exemption for first deliveries to qualifying non-resident foreign buyers from one year to three. The exemption is independent of the citizenship rules, and an early resale triggers a clawback with interest and joint liability.


24 January 2022 — mandatory currency conversion

Since 24 January 2022 a foreign natural person’s purchase runs through a mandatory currency conversion: the foreign currency is sold to a Turkish bank, on-sold to the Central Bank, and the seller is paid in Lira against a certificate that must exist by the date of the deed. For a citizenship file the certificate must additionally state the citizenship purpose.

It is not a promise that nothing else has changed — a rule can change between our checks, which is precisely why every check on this site carries an expiry and every figure carries its verification date.
