Our review methodology

Every status this site can display is defined here. There is no label that asserts eligibility, because eligibility is determined by the authorities at the transaction.

Reviewed Change history

1. The rule the whole system is built on

Name the criterion, never the conclusion. A label says “property-type condition: title regime recorded as kat mülkiyeti, checked on 24 August 2026.” It does not say “eligible”.

There is no “potentially eligible” either. That is a determination wearing a hedge: readers hear “eligible”, the qualifier evaporates in a screenshot, and it asserts a judgement about conditions that cannot be known in advance.


2. The labels

Each label below is published with its full wording, its internal definition, what it never implies, the evidence it rests on, and its expiry.

  • Documents checked — named records were obtained and reviewed on the stated date. It describes our work, not an outcome. Never implies approval or eligibility.
  • Independently reviewed — the full applicable check set was signed off by a named reviewer with no transaction-based compensation. Never implies that you do not need your own lawyer.
  • Property-type condition checked — one named condition was checked against the title record as at the stated date. Never implies that all conditions are met, and never appears abbreviated on a card.
  • Checks outstanding — at least one applicable check is not yet done. The outstanding checks are named; a generic “pending” is not permitted. Never implies a favourable finding.
  • Condition not met — a specific named criterion was found not met on the stated date. Never implies that the property is defective or a poor purchase.
  • Re-verification due — a published check passed its validity date. Applied automatically and never suppressible.
  • Not presented on the citizenship route — a recorded decision, or a not-met finding on a property-intrinsic criterion. Never implies that the property cannot lawfully be bought.
  • Rule under review — an instrument change has suspended every dependent label until re-verification.

3. Expiry

Encumbrance records carry thirty days because the land register can change on the same day. Most other checks carry ninety. Expiry is automatic and cannot be overridden commercially. An expired check is shown as expired.


4. What a rule change does

When an instrument affecting a criterion changes, every dependent label is suspended automatically and the affected statements are hidden until re-verification. That is immediate and not subject to a commercial override. We would rather show nothing than show something that has just become wrong.


5. Admission to the Register

The Weldenor Register is a curated selection of developer projects. Projects are not automatically admitted: admission is a decision, taken against the criteria below, and only admitted projects appear. The Register is deliberately finite — it is a selection we are prepared to stand behind, not a survey of the Turkish market.

A project is assessed on:

  1. Title status — the tapu position of the project and its units: title regime, encumbrances, and the annotations that matter for the buyer’s route.
  2. Developer delivery history — what the developer has actually completed, on the record: trade-registry standing, contractor authorisation, and the delivery of prior projects.
  3. Price and valuation context — the asking prices against verifiable district context. Context, not a forecast.
  4. Location — the district’s fundamentals for the buyer profiles we serve, stated without promotion.
  5. Project documentation — permits, occupancy status, the site’s legal documentation, and the completeness of what the developer can evidence.
  6. Property-type conditions relevant to the citizenship route — the conditions that can be checked from the records, checked from the records.
  7. Commercial conditions — the terms of the project itself: payment structure, delivery obligations, and the absence of the structures we exclude outright (cash-backs, two-price arrangements, pre-arranged valuations, guaranteed-return bundles).

Every admission decision is recorded internally with reasons, evidence, date and decider. Admission is selection and verification — it is not a statement that a project is perfect, risk-free, or certain to support any application. What admission means, precisely, is that the project met these criteria on the evidence available at the stated date, and that its review file is published.


6. Describing a failed criterion without disparaging a counterparty

Name the criterion, never the party. “The registered owner is a foreign natural person” is a fact about the register; the consequence is about the certificate. A developer may see the criterion record concerning its project and supply evidence, and a correction updates the record and the audit trail rather than quietly deleting it.


7. The standing caveat

Labels describe checks we performed on the dates stated. They are not a determination of citizenship eligibility, which is made by the Turkish authorities at the transaction. Admission to this register is not a recommendation, not a valuation, not a guarantee of eligibility at the date of your transaction, and not a prediction of any decision.

Some conditions cannot be assessed from a listing at all. They depend on who the buyer is, and on the transaction — the deed price, the valuation report drawn only by the designated valuer, and the documented bank payments, each of which must independently reach the statutory minimum. The final decision is taken by the Turkish state and is discretionary.


8. What this standard is not

This standard describes checks performed on stated dates against named records. It is not a warranty, not a certification, not legal advice, and not a substitute for your own lawyer’s review. What a published verification represents in law toward a buyer is a legal question on which we take independent Turkish advice, and this standard is updated whenever that advice changes what a label may say.

The standing modifier

Some conditions of the citizenship route cannot be assessed from a property listing. They depend on who the buyer is, and on the transaction — the price recorded in the deed, the valuation report (drawn only by the designated valuer through the official system, with no choice for any party) and the documented bank payments, each of which must independently reach the statutory minimum. The final decision on citizenship is taken by the Turkish state and is discretionary. We check what can be checked, and we tell you what cannot.

Permanent and non-dismissible on every listing presented on the citizenship route.

Both strings are held in one registry, so a change to either applies everywhere at once rather than page by page.
